Decisions

Open design decisions and the default the system uses until each one is made. 13 of 14 are still open. Pages that depend on one show a "Pending decision" callout.

#1 coach-admin sets html { font-size: 85% }, so 1rem renders as 13.6px. Remove it during the migration, or keep it as a global zoom for now?
